Applications from projects seeking to be deemed Qualified Projects are due by 5 PM EST on June 23, 2023. Submissions will not be reviewed by the BPU until after the OREC Application Submission Deadline. Applicants are encouraged to begin uploading documents prior to the deadline in order to ensure a successful submission.
Per Section 2.4 of the SGD and N.J.A.C. 14:8-6.3(d), Applicants must meet, separately, with representatives of the New Jersey Division of Rate Counsel, the New Jersey Department of Environmental Protection and New Jersey Economic Development Authority. Board Staff must be present at these meetings. For clarity, each Applicant must plan on three separate meetings, each with one of the aforementioned agencies.

Please do not reach out to New Jersey Division of Rate Counsel, the New Jersey Department of Environmental Protection and New Jersey Economic Development Authority.
Applicants will be given their meeting dates and times by April 14th, 2023 with each of three agencies. Due to scheduling restraints, the meeting dates and times provided cannot be changed. We ask for understanding from Applicants on this due to the scheduling limitations on our end.
Prospective Applicants must email njoffshorewind@levitan.com no later than 5:00 p.m. EDT 30 days prior to the Application Submission Deadline with the subject line "Notice of Intent to Respond" and identify the Applicant, a primary contact person and a secondary contact person and their contact information (name, title, e-mail address, and phone number). While submitting a Notice of Intent to Respond does not bind the Applicant to submit an Application, the Applicant must submit such item as a prerequisite for submitting an Application.
In accordance with N.J.S.A. 48:3-87.1 and N.J.A.C. 14:8-6.5(a)(15), to defray the cost of reviewing the Applications, each Applicant must provide an Application Deposit of $500,000. This Application Deposit covers up to three Projects. Applicants must submit an incremental Application Deposit of $25,000 for each additional Project included in the Application. If an Applicant includes storage as part of a Project, a Project option must also be included in the Applciation that does not include storage, but is otherwise the same design (except for design parameters related to storage). An incremental Application Deposit is not required for the Project option that includes energy storage.
The Application Deposit must be paid by a check made out to "State of New Jersey, Treasurer" and mailed or delivered to the following address. Checks must be postmarked no later than the Application Deadline and received by the BPU no later than 3:00 pm EDT on June 30, 2023 (five business days after the Application Submission Deadline):

Each Application must include an Application Form for each Project included in the Application (Attachment 1). The Application Form requires summary information and standardized quantitative inputs, including the OREC Purchase Price. In addition, each Application must include an Administrative Completeness Checklist (Attachment 2) to ensure that all the required materials have been submitted, and an Applicant Commitment Form (Attachment 3) signed by a responsible officer.

Application submission instructions will be provided to prospective Applicants once they have submitted a Notice of Intent to Respond.
