The New Jersey Board of Public Utilities conducted a solicitation to acquire Offshore Wind Renewable Energy Certificates (ORECs) from 1,100 MWs of Qualified Offshore Wind Projects. The BPU approved the opening of the application window on September 17, 2018. Click here to read the Board Order.
The solicitation was driven by Executive Order Number 8, signed by Governor Philip D. Murphy on January 31, 2018. The purpose of that Order was to implement the State's Offshore Wind Economic Development Act (OWEDA) in order to develop a strong and vibrant offshore wind industry in New Jersey and combat the threat of global climate change. Executive Order No. 8 called for the solicitation of 1,100 MWs as a first step in meeting the State's goal of 3,500 MWs by 2030. Governor Murphy subsequently called for additional solicitations of 1,200 MWs in 2020 and 2022 thus ensuring the full build out of New Jersey's offshore wind market. Bidders used the solicitation website to reply to the first solicitation of 1,100 MWs, download controlling RFP documents, ask questions of the BPU related to the RFP documents, and submit bid information.
