The Prebuild Infrastructure Solicitation Guidance Document requires that Applicants "meet with representatives of NJDEP no less than 30 days prior to the Application Submission Deadline. Prior to this pre-Application meeting with NJDEP, Applicants must complete and submit a Permit Readiness Checklist to the NJDEP's Office of Permitting and Project Navigation. The checklist can be submitted electronically to David Pepe (David.Pepe@dep.nj.gov) and Katherine Nolan (Katherine.Nolan@dep.nj.gov)."

Please email njoswprebuild@levitan.com to schedule a meeting during one of the available timeslots. Timeslots will be allocated on a first-come, first-serve basis. In order to participate in the site walkthrough on Friday, December 15, 2023, at 10:00 a.m. Eastern Time, interested parties must submit a list of participants to Victoria Lizaire (Victoria.Lizaire@dmava.nj.gov) with copy to Jill Priar (Jill.Priar@dmava.nj.gov) no later than Monday, December 11, 2023. This information will allow DMAVA to arrange access to the site. Each participant must be prepared to present a valid ID to the security guard.
The DMAVA DOcument Package can be requested by emailing the DMAVA Points of Contact: Jill Priar (Jill.Priar@dmava.nj.gov) and Steven Hoffman (Steven.Hoffman@dmava.nj.gov).
Prospective Applicants that are not already a PJM pre-qualified Designated Entity are asked to email njoswprebuild@levitan.com as soon as possible so that PJM can anticipate the number of entities who will need to be pre-qualified.
A Bidders' Conference for all prospective Applicants was held on December 1, 2023 at 9:30 a.m. Eastern Time via webinar. During the Bidders' Conference, BPU Staff reviewed key details of the solicitation, including Application requirements and evaluation criteria. Representatives of DMAVA also presented information regarding the Sea Girt NGTC.
